# Singapore traffic fine appeal: where to submit and documents to prepare

To appeal a Singapore traffic or parking fine, first identify the issuing agency on the notice and use its appeal channel. Traffic Police currently considers appeals only for medical emergencies with documentary proof; LTA, HDB and URA have their own routes and requirements.

Start by reading the complete notice. Find the agency name, notice or report reference number, vehicle registration number, alleged offence, date and location. Record any payment deadline and court appointment separately so neither disappears while you prepare a submission.

## Choose the channel on your notice

| What you received | Where to start | Important distinction |
|---|---|---|
| Traffic Police offence notice | SPF's Traffic e-Appeals service | The current service limits consideration to medical emergencies supported by documents |
| LTA vehicle-related notice | OneMotoring's appeal service | Furnishing another driver's particulars is a separate service |
| HDB or URA parking notice | The issuing carpark manager's appeal channel | Use the agency and notice number printed on the slip |
| Notice or summons requiring court attendance | Singapore Courts' traffic offence guidance | An agency appeal and a court hearing are separate steps |

[OneMotoring directs notices from other agencies to their own websites](https://onemotoring.lta.gov.sg/content/onemotoring/home/driving/lta_offences_and_fines.html). For HDB and URA parking, [Parking.sg explains how to identify the manager and links to each appeal channel](https://www.parking.sg/visual-help-guides/appeal-fine/). A parking session in an app does not tell you which agency should receive the appeal; the notice does.

Once you have identified the route, make a Driving folder in Dokus for the notice and your driving document reference copies. Keeping these together makes the vehicle number and the right document easier to find when you open the official form.

Keep driving licence and vehicle record reference copies, offence notices and appeal acknowledgements together in Dokus on your iPhone. 4.8 out of 5 stars [Free on the App Store](https://apps.apple.com/sg/app/dokus-private-id-wallet/id6781915709)

## Prepare a Traffic Police appeal

The [current SPF appeal service](https://www.police.gov.sg/E-Services/Submit-Appeal-Against-Traffic-Offence) says appeals are considered only for medical emergencies and must have documentary proof. It also says repeated appeals without fresh evidence will not be considered. A request for leniency alone does not meet that published criterion.

SPF lists these items for the service:

- Singpass access.
- Report Reference Number.
- Relevant documentary proof.
- A valid email address.

Use the [Traffic e-Appeals Portal route described by SPF](https://www.police.gov.sg/media-hub/news/2023/20230719_expansion_of_traffic_e-appeals_portal_services). SPF says it no longer accepts appeals by walk-in, fax, email or post. Follow the current service page when checking eligibility, rather than relying on an older appeal example.

Write a short factual account that connects the emergency to the date, time and place in the notice. Attach documents that substantiate that account. Read each medical attachment before sending it and include what the agency needs to assess the stated emergency. Do not send an entire family medical folder or invent circumstances to fit an example.

Keep Singpass authentication in the official service. A licence screenshot saved in Dokus cannot perform the login. The [Singapore Myinfo guide](https://dokus.app/en-sg/singapore-myinfo-sharing-document-copies/) explains the separate distinction between official data retrieval and a document upload.

## Prepare an LTA or parking appeal

[LTA's offences page](https://onemotoring.lta.gov.sg/content/onemotoring/home/driving/lta_offences_and_fines.html) provides separate services to submit an appeal, check appeal status and furnish driver or rider particulars. If you received the notice but were not driving, read the particulars route before treating that issue as an appeal.

For LTA parking summonses, [LTA asks for a valid reason and relevant documentary proof](https://onemotoring.lta.gov.sg/content/onemotoring/home/owning/ongoing-car-costs/parking.html), giving a medical emergency as an example. It says most appeals are rejected and repeated submissions without new evidence will not be considered. Read the criteria published by the agency handling your own notice.

For HDB and URA, enter the channel linked for the manager named on the notice and follow its live form. Prepare the notice number and a clear explanation, then attach the evidence that the form asks for and that supports your actual account. Do not assume that an LTA form or Traffic Police login also submits an HDB or URA appeal.

## Build the document set before submitting

Keep the case files separate from your everyday driving references. A driving licence, vehicle registration record or insurance certificate can help you check details, but none is a universal attachment requirement for every traffic fine appeal.

| File or information | How to prepare it |
|---|---|
| Offence notice, including all pages | Check the agency, reference number, vehicle, alleged offence and instructions |
| Explanation of the events | Use a concise timeline; make dates and locations consistent with the evidence |
| Relevant supporting documents | Select documents that support the stated reason and meet the official form's requirements |
| Driving licence and vehicle records | Keep reference copies to check particulars; upload only when requested or relevant |
| Submission acknowledgement and later replies | Save the reference and the full response so you can check what happened next |

Open every attachment at readable size. Make sure the selected file belongs to the right driver and vehicle, and that no necessary page or date is missing. Check the form's accepted formats and file limits at submission time.

Retain original photographs, recordings, medical documents and issuer PDFs unchanged outside Dokus exports. Do not crop, redact or add a watermark to evidence unless the receiving agency permits the change. App imports and shared copies may be compressed or converted. Use the unaltered source when an authority needs the original file or its verification features.

1. Open the correct agency's official channel from its website.
2. Match the notice details to the form before adding your explanation.
3. Select the relevant evidence and inspect the final attachment list.
4. Review the declaration and submit through the official service.
5. Save the acknowledgement, reference number and any further instructions.

Check with the issuer how its instructions apply while an appeal is pending. Do not assume that submitting an appeal pauses a payment deadline or changes a court date. Keep those dates in a calendar you actively use.

## If the case has reached court

[Singapore Courts distinguishes an offer of composition from a case requiring attendance](https://www.judiciary.gov.sg/criminal/charged-with-traffic-regulatory-offence). Composition is an agency's offer to settle the matter without going to court. If the notice or summons requires attendance, follow its date, time and venue.

The Courts says a request to the prosecuting agency to allow composition is a representation. Check the agency's submission method and bring a copy of the representation and any acknowledgement to the hearing. Sending that request does not by itself excuse attendance.

At [Night Court or Traffic Court](https://www.judiciary.gov.sg/criminal/charged-with-traffic-regulatory-offence/attend-night-court-or-traffic-court), you can plead guilty or claim trial. Follow the court's document and photo ID instructions, keep any new mention slip and seek independent legal advice if you need help deciding how to respond to the charge. An appeal for a lighter outcome and disputing the charge require different decisions.

## Keep your driving records ready for the next request

Dokus gives your driving licence copy, vehicle registration reference, insurance record and case correspondence a place together on your iPhone, protected by Face ID or Touch ID. Use clear document names so an expired policy or an old notice cannot be mistaken for the current one. Share only the document needed for the request in front of you.

Keep the notice and its acknowledgement until the agency's response and any further instructions are clear. Dokus organises copies; it does not issue driving credentials, submit appeals, check case status or manage procedural deadlines. For an overseas trip, use the [Singapore international driving permit checklist](https://dokus.app/en-sg/singapore-international-driving-permit-documents/) to prepare the physical documents separately.

## Singapore traffic fine appeal questions

### Can I appeal any Traffic Police fine just by explaining my circumstances?

Check the current Traffic Police service's medical-emergency criterion and evidence requirements before preparing a submission. Other issuing agencies have their own requirements.

### Must I upload my driving licence, registration and insurance certificate?

There is no single attachment list for every Singapore traffic or parking appeal. Follow the issuing agency's form and provide documents relevant to the reason for your appeal. Keep everyday driving records as references and upload them only when requested or relevant.

### Does filing an appeal mean I can ignore the payment deadline or court date?

Do not assume that submission changes either. Check the issuing agency's instructions and any court directions, and obtain clarification through the official channel if the next required action is unclear.

### Can Dokus file the appeal for me?

No. Dokus stores and organises reference copies. Submit through the issuing agency's official service, save the acknowledgement and manage the case dates separately.
