Choose a JPG or PNG photo and download a PDF without an upload or account. For a driving licence, add the back and put both sides on one A4 sheet; choose Document for a full-page scan.
Turn a JPG or PNG into a PDF
- Choose the photo or scan, then Crop and Rotate if needed.
- Select the document type. Use Passport for its identity page, Driving licence for the card, or Document for a full-page scan.
- Add the back when required. Keep Front and back on one sheet to combine both sides, or turn it off for one page per side.
- Choose PDF and Download. The file goes to your downloads; check every page before sending it.
A4 paper for UK copies
The default here is A4, 210 by 297 mm. You can choose the other paper size when the recipient asks for it. The real-size card preset is 85.6 by 54 mm; the passport page preset is 125 by 88 mm. These are layout sizes, not a claim that every document has identical dimensions.
At 100%, print using Actual Size rather than Fit to Page. The 150% and 200% settings enlarge small print. If the selected layout does not fit, the tool reduces it and tells you. Full-page documents use the page layout rather than the card preset.
Use the document the recipient actually needs
Examples in this region include your UK passport, driving licence and GHIC. A photo to PDF converter prepares a copy; it does not certify a document or issue a digital identity.
Right to rent checks apply in England, not throughout the UK. Right to work checks have their own UK-wide process. Follow the GOV.UK route that applies: an online share code, an eligible identity service or an original-document check. A watermarked or redacted scan you email is not a substitute for the required check.
A PDF exported by this tool contains images. Existing selectable text, form fields and digital signatures are not preserved. Keep the original file if those features matter; this is a tool for copies of scans and photos.
For an exact upload limit, use Compress after making the copy. To capture a clearer original first, read scan documents on iPhone.
No file upload
Conversion runs in your browser. The output removes camera metadata and leaves the chosen original unchanged. A HEIC file depends on browser support; picking the photo from the iPhone library can supply it as JPG.
Common questions
Can I convert JPG or PNG photos to PDF for free?
Yes. Choose the photo, select PDF and download. The PDF contains images, with no OCR or searchable text.
Can both sides of a licence go on one page?
Yes. Add the back and keep Front and back on one sheet. This regional tool defaults to A4; you can change it if the recipient requests another size.
Does this make an official digital licence?
No. It makes a scan copy. Official digital credentials require the issuing authority’s own enrolment and verification process.
Will a signed PDF keep its signature?
No. The browser redraws PDF pages as images. Keep and submit the original when a digital signature, interactive form or selectable text must be preserved.
