Choose a photo or scan, pick Driver licence, Medicare card, Photo card or Australian passport, add the back, and download one A4 PDF with both sides at real size. Choose Document for a letter or any full page. The PDF is made in your browser, with no upload and no account.
From photo to PDF in four steps
- Choose the photo or scan (JPG, PNG, HEIC or PDF), then Crop and Rotate until the card sits straight.
- Under Document, pick what it is. Driver licence, Medicare card and Photo card lay out at bank-card size, 85.6 by 54 mm; Australian passport uses the photo page’s 125 by 88 mm; Document fills the page for letters, visa grant notices or anything else.
- Add the back if it is wanted. Front and back on one sheet puts both sides on the same page; switch it off for a page per side.
- Choose PDF and Download, then open the file and check every page.
Paper and size
Paper starts on A4 and can switch to Letter for a recipient overseas. With Real size, Size enlarges the card to 150% or 200% when small print needs to be legible; if the layout no longer fits, the tool scales it down and says so. When you print a real-size copy, choose actual size rather than fit to page.
Where an Australian PDF of a card gets used
Certified copies for paper applications. Home Affairs asks for certified copies when you apply on paper: you take the original and a copy to a certifier, such as a justice of the peace, pharmacist or police officer, who checks them and signs the copy. A real-size A4 printout of both sides is a tidy copy to bring.
ImmiAccount. Online, Home Affairs accepts clear photos of documents as well as PDFs of up to 5 MB, and you can attach a group of documents of the same type in one go. Run the PDF through Compress if it is over the limit.
100-point checks. Some portals want copies of both sides of every document; the federal ROVER portal is one. One PDF per document, front and back together, keeps that tidy.
Rental applications. In Queensland you can prove identity with a copy or by showing the original, and a property manager keeps a copy only with your consent, so ask before you attach one.
What the PDF is, and is not
Each page is an image: no OCR, no selectable text, and no form fields or digital signatures carried over from an original PDF. It is not a certified copy until a certifier signs it, and it is not a digital licence. The copy leaves out camera data, and the file you chose is not changed. Photos taken with an iPhone in HEIC open in browsers that support it; picking from the photo library hands the tool a JPG.

Common questions
Can I print this PDF and get it certified by a JP?
Home Affairs asks you to take the original document and your copy to the certifier, who checks that they match and then signs and stamps the copy. A real-size A4 printout from this tool is a copy you can take along with the original.
Does it work for a Medicare card?
Yes. Medicare card is one of the document types and is laid out at card size, like a driver licence or Photo card. Add the back only if the form asks for it.
Can I choose Letter instead of A4?
Yes. A4 is the default for Australia, and Paper switches to Letter when a recipient overseas asks for it.
Is the PDF searchable?
No. Each page is an image with no OCR, so its text cannot be selected or searched. Keep the original file when selectable text or a digital signature matters.
