Malta card-checklist PDFs and data-access copy tools
For Exempt Person card evidence, convert the required front and back to PDF and reduce the file to the live form’s ceiling. Combine documents only when the recipient wants one attachment. For an eID data-access request, prepare the requested identity copy with a specific purpose label or agreed redactions.
- Watermark access-request IDLabel the requested ID copy for the office handling your eID data-access request, if it accepts a marked copy.
- Smaller checklist scansReduce a two-sided card PDF to the actual attachment ceiling for your Exempt Person application.
- Two-sided card PDFPut the requested card’s front and back on one A4 sheet; keep each person’s evidence separate.
- Redact access-request IDHide only the extra ID fields the office agrees to omit from your eID data-access reference copy.
- Combine PDFsCombine requested PDFs and document photos in file order, free on your device, without uploading them.
Two local tasks, two different recipients
For Exempt Person Status, use two-sided card PDF and smaller checklist scans for the relevant residence-card and Maltese-ID evidence. Prepare each person’s requested card separately.
For eID personal-data access, the Identity Portal terms describe possible identity evidence. Label that copy for the office and request, or cover agreed unnecessary details. These optional edits do not replace the office’s identity check.
Choose the task from the actual checklist
| What you need | Free tool | What to verify |
|---|---|---|
| ID or eResidence front and back as one PDF | Photo to PDF | A4 sheet or separate pages, as requested |
| A card scan below a file-size ceiling | Compress | The live portal’s limit and readable small print |
| A reference copy naming its recipient | Watermark | That an altered copy is accepted |
| A copy without agreed unnecessary fields | Hide details | Required fields and repeated numbers or codes |
| Several requested files in one PDF | Combine PDFs | File order, every required page and the live attachment limit |
Two card sides are not a whole-passport submission
Identità’s Exempt Person guidance asks for both sides of relevant cards in certain categories. A one-sheet copy can be convenient if accepted, while another checklist may request separate pages.
Identità’s Single Permit checklist requires the whole passport in PDF, including blank pages, and presentation of the original. Conversion, compression, watermarking and redaction use only the first ten pages of an input PDF. Do not run a longer full-passport submission through those editing jobs: the saved copy would be incomplete. Merge includes all input PDF pages, within its file limits. Keep every page required by your own checklist.
For a recipient who only requests the passport’s identity page, select the passport preset. Keep it clearly distinguished from a full passport in your files.
Combine PDF files into one
Use Combine PDFs when your checklist calls for one attachment made from separate files. Choose 2 to 20 PDFs or photos, no more than 25 MB each and 100 MB total. Arrange the whole files and inspect the downloaded PDF against the checklist.
All original PDF pages are included and existing selectable text remains selectable. Each photo fits entirely on a separate A4 page with 12 mm margins. For ID or eResidence sides on one sheet, use Photo to PDF first. PDFs needing an opening password are refused. Keep signed originals separately because signature validation is not preserved. The last output page includes the free tool's credit.
Copy tools and official eID serve different purposes
A saved ID image does not activate Malta’s eID account, certify the card or replace a required original. Register for the government account through the official process. Ask a reference recipient why it needs the copy and which details can be left out before watermarking or redacting it.
Files stay on your device
Conversion, compression, watermarking and redaction accept JPG, PNG, HEIC or PDF up to 25 MB. HEIC depends on browser support; choosing a photo from the iPhone library can provide JPG. Those four jobs use only the first ten PDF pages and output JPG or image-based PDF, losing selectable text, form fields and digital signatures. Keep the original when those features matter.
All five tools run in your browser, with no document upload or account. The four image-editing jobs remove camera metadata from the downloaded copy and leave your chosen source unchanged.
To combine operations, save one result and open it in the next tool, then inspect the final file. Keep a protected original for a future official check or a different recipient.

Common questions
Are the Malta tools free?
Yes. All five browser tools are free, without an account or document upload.
Do Maltese card copies default to A4?
Yes. A4 is the default paper size. Pick the recipient’s requested layout; use Actual Size when printing a 100% card copy.
Can these tools preserve a signed official PDF?
No tool preserves the original signature validation. Conversion, compression, watermarking and redaction also turn PDF pages into images. Merge keeps existing selectable text and all pages, but signed official originals must stay separate.
