Combine PDF files into one by choosing your Maltese ID, eResidence or passport copies and any other requested evidence, arranging the file rows and downloading. The tool is free, without an account or document upload.

Combine PDF files into one

  1. Select Choose PDFs or photos and add at least two files. Existing PDFs can be combined with JPG, PNG or supported HEIC photos. You can open the fictional example before using personal documents.
  2. Check the page count beside every file. Drag the handle to put whole files in the required order, or focus a handle and use the arrow keys. Remove an unwanted file with ×. Pages within a PDF keep their original order.
  3. Select Combine and download PDF. Open the result and check the total pages, file order and legibility. Your browser controls the download location; on an iPhone, check Files and its Downloads folder.

A Maltese ID card, eResidence card, passport or supporting letter is an example of an input, not a checklist to submit together. Read the recipient's actual request. When it has separate fields for separate documents, keep the files separate.

All PDF pages, with existing text retained

Merge copies existing PDF pages rather than redrawing them as pictures. Text that was selectable stays selectable. A scanned image stays an image, and a photograph does not gain searchable text: there is no OCR.

Every page in an input PDF is included within the file limits. This matters when your own checklist calls for a complete document rather than an identity page. Unlike the four image-editing jobs, merging does not stop after the first ten pages. Check that the file you start with already contains every required page.

You move whole files, not individual PDF pages. Page order within an input PDF is unchanged. PDFs that require a password to open are refused. Keep digitally signed originals separately because a new combined PDF does not preserve signature validation.

The last page includes a credit for the free tool. For an existing PDF page, the credit sits in a strip below it; for a photo, it uses the sheet's bottom margin.

Merge PDF and JPG checklist copies

Each photo fits in full on its own A4 page with a 12 mm margin. The background around the card remains in the photo; the tool does not crop it or straighten a tilted document. Existing PDF pages keep their sizes, with extra space below the last PDF page for the credit.

For one photo or both sides of an ID or eResidence card on one sheet, start with Photo to PDF. Save that layout and add its PDF here with the other requested files. HEIC support depends on your browser; choosing a photo from an iPhone library can provide JPG.

Free, with a clear limit for the combined set

Add 2 to 20 files, no more than 25 MB each and 100 MB total. Processing runs in your browser without uploading the documents or requiring an account. Once the page and its processing resources have loaded, it can continue offline. Large documents also depend on your device's available memory.

Merging does not guarantee a smaller result. Compress is a separate tool that exports image copies of the first ten PDF pages. Do not use it on a longer complete-document submission unless you have a way to include every required page. Watermark and Hide details have the same image-output and ten-page limits; prepare any agreed changes before merging.

Common questions

How do I combine PDF files into one for free?

Select at least two PDFs or photos, arrange the file rows and select Combine and download PDF. The documents stay on your device, without an account or upload. A free-tool credit is added to the last page.

Can I merge PDF and JPG files together?

Yes. PDFs can be combined with JPG, PNG and supported HEIC photos. Each photo becomes a separate A4 page with a 12 mm margin. Use Photo to PDF first for two card sides on the same sheet.

Does merging stop after ten passport pages?

No. Every input PDF page is included within the limits of 20 files, 25 MB per file and 100 MB total. Start with a complete file and check every page of the downloaded result against your own checklist.

Is existing PDF text still selectable?

Yes, if it was selectable in the original. Scanned pages stay images and photos do not gain searchable text. Digital signature validation is not preserved, so keep signed originals separately.

Can I change the page order inside a PDF?

No. The controls arrange whole files. Pages inside each PDF keep their original order, so prepare an appropriate source PDF before adding it.
