Combine PDF files into one by choosing your licence copy, passport scan and other requested documents, arranging the files and downloading the PDF. It is free in your browser, without an account or document upload.

Combine PDF files into one

  1. Select Choose PDFs or photos and choose at least two files. Add your driving licence copy, passport scan or other evidence only when the recipient actually requests it. You can try the fictional example before choosing personal files.
  2. Check each file's page count. Drag its handle to set the file order, or focus the handle and use the arrow keys. Remove an unwanted file with ×. Pages within each PDF keep their original order.
  3. Select Combine and download PDF, then open the saved result. Check the full page count, the order and the readable details before sending. The download location follows your browser settings; on an iPhone, check Files and its Downloads folder.

A licence and a passport are examples of documents you can combine, not a checklist to send together. For an identity check or subject access request, use the recipient's actual evidence instructions. Separate upload fields may need separate files.

The ICO's subject-access helper lists identity evidence and address evidence separately. Check what the organisation needs before combining copies; this tool does not decide whether it accepts one attachment.

Keep existing PDF text and all required pages

An existing PDF is copied as PDF pages. Text that you could select in the original remains selectable; an image scan stays an image. There is no OCR to recognise text in a photograph. This tool takes every page of each input PDF, including pages after the first ten, within the file limits and your device's available memory.

The order controls move whole files. They do not move, remove or interleave individual pages inside a PDF. Prepare the correct source files before adding them.

The combined document is a new file. Keep digitally signed originals separately because signature validation is not preserved. A PDF that requires a password to open cannot be added. The last output page includes a credit for the free tool: below an existing PDF page or in a photo page's bottom margin.

Merge PDF and JPG files together

You can mix PDF, JPG, PNG and browser-supported HEIC files. Each photo fits in full on a separate A4 sheet with a 12 mm margin. It keeps the photographed background; merging does not crop it or straighten a tilted card. Existing PDF pages retain their own sizes, with space below the final PDF page for the credit.

For one photo or the front and back of your driving licence on one sheet, use Photo to PDF. Download that prepared PDF, then add it here with the remaining files. HEIC support depends on your browser; selecting a photo from an iPhone library can provide JPG.

Free merging, with files kept on your device

Choose 2 to 20 files, no more than 25 MB each and 100 MB in total. Your browser creates the PDF on your device without uploading the documents or requiring an account. Once the page and its processing resources have loaded, you can continue offline.

Merging does not set a smaller file-size target. If the recipient requires a smaller copy, Compress is a separate job that processes only the first ten PDF pages and exports images. Check the page count and text before using it on a combined document. For agreed changes to a copy, use Watermark or Hide details before merging; those also create image copies from up to ten PDF pages.

Common questions

How do I combine PDF files into one for free?

Choose at least two PDFs or photos, arrange the file rows and select Combine and download PDF. The result is free, with no account or document upload, and carries the tool's credit on its last page.

Can I merge PDF and JPG documents?

Yes. You can select PDFs alongside JPG, PNG and supported HEIC photos. Each photo becomes a separate A4 page with 12 mm margins. For card sides on one sheet, prepare the layout in Photo to PDF first.

Does the combined PDF keep selectable text?

Existing selectable PDF text is retained. Photos and scanned image pages do not acquire selectable text. Keep signed originals separately because the new file does not preserve signature validation.

Can I combine more than ten PDF pages?

Yes. Merge includes every input PDF page, within the limits of 20 files, 25 MB per file and 100 MB total. Other editing tools on this site use only the first ten PDF pages.

Can I change individual page order here?

You can change the order of whole files. Each PDF keeps its internal page order. Remove an unwanted file or prepare a different source PDF before combining.
