Merge PDF documents by choosing at least two PDFs or photos, arranging the files and downloading one PDF for free. Combine passport and police-record reference copies only when the recipient requests one file; keep any original or certified evidence required for a Cayman filing.

Merge PDF documents for a requested reference copy

  1. Select Choose PDFs or photos and choose at least two files. Add the passport scan, police-record reference copy or other pages the recipient actually requests. Try it with an example lets you inspect fictional files first.
  2. Check each row's page count. Drag the handle to arrange the files, or focus it and use the arrow keys. Choose Add files for a missing item and × to remove one. The pages within each PDF keep their original order.
  3. Select Combine and download PDF, then open the saved file. Inspect its page count, order and readable details before sharing. On an iPhone, check Files and its Downloads folder; the destination depends on your browser settings.

A passport and police record illustrate possible reference documents. They are not a checklist of items to send together. If an employer or office provides separate fields, keep the corresponding files separate.

A reference PDF does not replace an original certificate

WORC's temporary-work-permit checklist distinguishes a passport bio-data copy from an original signed and sealed police-clearance certificate. Combining reference scans does not satisfy a requirement for that original or certify a copy. Confirm whether the employer wants a combined reference attachment before preparing one.

Keep the official application form and any signed originals in their original files. For the actual filing requirements, follow the Cayman work-permit guide and the police-clearance guide. This tool does not submit an application or retrieve a police record.

Existing PDF text stays selectable

Merge copies PDF pages directly, without rendering them as photographs. Existing selectable text stays selectable; a scan that contains only images stays an image. There is no OCR to recognise text in a photo.

Every page of each input PDF is included, including pages after the first ten, within the file limits and your device's memory. The controls reorder whole files rather than individual pages. They cannot delete or interleave pages inside a PDF; choose a corrected source file if needed.

The result is a new PDF and does not preserve digital-signature validation. Keep digitally signed originals separately. A file requiring an opening password cannot be added. The last output page includes a credit for the free tool, below an existing PDF page or in a photo's bottom margin.

Merge PDF files and document photos together

Select PDF, JPG, PNG or browser-supported HEIC files. Each photo fits entirely on its own Letter sheet with 12 mm margins. Existing PDF pages retain their page sizes, with an extra strip below the final PDF page for the credit.

Merging does not crop a photographed background or straighten a tilted card. For one photo or a card's front and back on one sheet, prepare the layout in Photo to PDF, download it and add that PDF here. HEIC support depends on the browser; an iPhone library selection can provide JPG.

Free, with no document upload

You can combine 2 to 20 files, up to 25 MB per file and 100 MB in total. Your browser reads the selected files and builds the PDF on your device without an account or document upload. After the page and its processing resources have loaded, you can continue offline.

Merge does not apply a smaller file-size target. If a recipient needs a smaller copy, use Compress separately. It processes only the first ten PDF pages and exports image pages, losing selectable text. Check every required page and detail before sending; the 1 MB starting target is a tool default, not a WORC upload rule.

Prepare any agreed altered reference copy in Watermark or Hide details before merging. Those tools also create image copies from at most the first ten PDF pages. Keep any required original evidence complete.

Common questions

How do I merge PDF documents for free?

Choose at least two PDFs or photos, arrange the file rows and select Combine and download PDF. The tool is free, requires no account and does not upload your documents. The last page includes its credit.

Can a merged police-record scan replace WORC's original certificate?

No. WORC's temporary-permit checklist requires an original signed and sealed police-clearance certificate. A merged reference copy does not replace that original or certify the scan.

Can I merge PDFs without losing selectable text?

Yes. Existing selectable PDF text is retained. Photos and image scans do not acquire selectable text. Keep digitally signed originals because the new file does not preserve signature validation.

Can I combine PDFs with more than ten pages?

Yes. Merge includes every input PDF page within the limits of 20 files, 25 MB per file and 100 MB altogether, subject to available device memory. The separate editing and compression tools use only the first ten pages.

Can I merge PDF and JPG reference copies on a phone?

Yes. Select PDFs and JPG, PNG or supported HEIC photos through your browser's file picker. Each photo becomes a separate Letter page with 12 mm margins. Arrange whole files before downloading.
