Combine PDF files into one by choosing your passport scan, PR card copy or other requested files, arranging them and downloading the result. The tool is free in your browser, with no account or document upload.
Combine PDF files into one
- Select Choose PDFs or photos and add at least two files. Use only the passport pages, PR card sides or supporting copies the recipient requests. Try the fictional example first if you want to see how the tool works.
- Check each file's page count. Drag its handle to change the file order, or focus the handle and use the arrow keys. Use × to remove a file and Add files to include another. Pages inside each PDF stay in their original order.
- Select Combine and download PDF. Open the saved file and check its page count, order and readable details before sending it. On an iPhone, check Files and its Downloads folder if you cannot find the download.
The examples are not a list of documents to send together. A passport and a PR card may belong in different fields or may not both be required.
One IRCC upload field, one file
IRCC's Help Centre explains that a single upload field keeps only the last file if you submit several files to it. When the instructions assign several documents to that same field, combine those requested copies first. Follow separate fields separately.
The recipient's file limit is different from this tool's input limit. IRCC currently lists 4 MB for its secure account and 5 MB for the IRCC Portal, including its new version. Check the account and the instructions shown for your actual request. Combining files does not automatically compress them to that limit or guarantee acceptance.
Keep official originals, interactive forms and digitally signed files separately. This tool makes a new combined file; it does not certify a copy or preserve signature validation. Use the original file whenever the recipient needs to verify its signature or use its form fields.
Merge PDF and JPG files together
You can mix PDF, JPG, PNG and browser-supported HEIC files. Each photo fits in full on its own Letter sheet, 8.5 by 11 inches, with a 12 mm margin. The photographed background stays visible; merging does not crop a card or straighten a tilted photo. Existing PDF pages retain their own sizes, with space below the final PDF page for the tool's credit.
For a single photo in PDF, or the front and back of a card on one sheet, use Photo to PDF. Download that prepared file, then add it here alongside the other PDFs. Here, two separate photos become two separate pages.
Existing PDF text and all source pages
PDF pages are copied as PDF pages. Existing selectable text remains selectable; a scan that contains only an image stays an image. The tool does not perform OCR or make photographed text selectable.
Merge includes every page of each input PDF within the file limits and your device's available memory. The order controls move whole files; they do not remove, rearrange or interleave individual pages inside a PDF. Prepare the source files with the pages you need before adding them.
Choose 2 to 20 files, up to 25 MB each and 100 MB in total. A PDF requiring a password to open cannot be added. The free tool adds its credit on the last page only: below an existing PDF page, or in a photo sheet's bottom margin.
Free merging without a document upload
Your browser creates the PDF on your device, without uploading your documents or requiring an account. After the page and its processing resources have loaded, it can keep working offline. You choose where to save the result.
If the final file is too large, Compress is a separate operation. It processes only the first ten PDF pages and exports images, so check the full page count and text before using it on a merged file. Watermark and Hide details also create image copies from up to ten PDF pages; make any agreed changes to the necessary source copies before merging.
For the official document itself, see Canadian passport renewal. For keeping your reference copies protected between requests, see document storage on iPhone.
Questions about combining PDFs
How do I combine PDF files into one for free?
Choose at least two PDFs or photos, arrange their file rows and select Combine and download PDF. The result is free, with no account or document upload, and includes the tool's credit on its last page.
Can I merge PDF and JPG files?
Yes. Add PDFs alongside JPG, PNG or supported HEIC photos. Each photo becomes a separate Letter page with a 12 mm margin. For two card sides on one sheet, prepare that layout in Photo to PDF first.
Should I combine every document in my IRCC application?
Follow the actual request and its upload fields. Combine only the documents assigned to the same field when it takes a single file. Check the account's file-size limit and inspect the saved result before submitting it.
Does the merged file keep selectable text and digital signatures?
Existing selectable PDF text is retained. Image scans and photos do not gain selectable text. Signature validation is not preserved in the new combined file, so keep signed originals separately.
Can I combine more than ten PDF pages?
Yes. Merge includes all source PDF pages within the limits of 20 files, 25 MB per file and 100 MB total, subject to your device's available memory. Compression and the other image-based editing tools process only the first ten PDF pages.
Can I rearrange individual pages?
The controls change the order of complete files. Each PDF keeps its internal page order. Remove a file or prepare a different source PDF if its pages are not the ones you need.
